The City and County of Denver, Department of Aviation, is issuing a Specialty Retail Request for Proposals for: 1) Two Duty Free/Duty Paid in-line store locations in Concourse A Center Core and Concourse B Center Core, Mezzanine Level and; 2) Providing an option for the proposer to develop and operate a specialty retail in-line store location in Concourse C Center Core.
This concession privilege as described in the RFP is offered on a non-exclusive basis. The term for this retail concession is for seven (7) years.
All proposals must be received by 2:00 PM local time Monday, December 16, 2013 and delivered to the project manager,

Proposals received after this time will be rejected by the City.
This specialty retail RFP and other related information are only available on-line and will be posted no later than October 9, 2013 at http://business.flydenver.com/bizops/proprfp.asp. Additionally, all questions and answers will be posted at this site, and it is the responsibility of the proposer to frequent the site often to obtain up-to-date information.
NON-MANDATORY PRE-PROPOSAL CONFERENCE AND SITE VISIT
A non-mandatory pre-proposal conference for the referenced concession opportunity will be held on Friday, October 25, 2013 in the City Conference Room, which is located on Level 6 West of the Jeppesen Terminal building in the northwest corner of the inner core at Denver International Airport, 8400 Peña Blvd., Denver, Colorado 80249, beginning at 9:00 AM. At this conference, City representatives will explain the opportunity. The City will not answer any telephone inquiries about the RFPs.
Site visits will be conducted immediately following the pre-proposal conference. All parties attending the site tours, if not already badged at DIA, must pre-register with security clearance information in accordance with the instructions as detailed on page 3 of the RFP documents in order to attend the site tour. Please arrive at the Airport Office Building 45-60 minutes prior to the commencement of the pre-proposal conference to obtain your visitor’s badges before proceeding to the City Conference Room.
Proposals will be evaluated only for those proposers who meet the minimum qualifications as set forth in the complete RFP document. Qualified Airport Concession Disadvantaged Business Enterprises (ACDBEs) and/or qualified Small Business Enterprises are encouraged to apply for this concession privilege. An ACDBE goal of 33% has been established for this Tax & Duty Free/Duty Paid and specialty retail opportunities.
The Manager of Aviation reserves the right to reject any or all proposals, to waive irregularities and technicalities, to re-advertise, to otherwise provide the services, or to proceed in the best interest of the City and County of Denver. The Manager of Aviation may, at her sole discretion, modify or amend any and all provisions herein.
